March 30, 2009


1.      CALL TO ORDER

Chairman Philip Lindquist called the meeting to order at 7:30 p.m.

II.     ACCEPTANCE OF MINUTES

Acceptance of Minutes of Meeting of February 9, 2009

III.    TOWN PLANNER’S REPORT

Zoning Bylaw Committee

Town Planner Noreen O’Toole stated that the Zoning Bylaw Committee has not met recently because there are no zoning submissions for this Town meeting.  Topics to discuss at upcoming meetings will be storage containers, windmills and rezoning of Liberty Street.

Hanson Trails Committee

Joan DiLillo said she has called the Chairman –left message; nothing to report as yet.

Old Colony Planning Council Joint Transportation Committee

Ms. O’Toole said that the next meeting will be held on April 9, 2009 at noon.

IV.     ZONING BOARD HEARINGS

Application of Hanson Route 58 LLC for a Special Permit and updated Site Plan at 507 Monponsett Street.
No comment.

Application of Hanson Boys Baseball League for Site Plan approval to allow for the construction of a new ball field at Boteri Field.
Comment:  Waiting for final plan.

Application of Heidi MacFarlance for Site Plan approval to operate a consignment shop at 1375 Main Street.
No comment.

Application for Adam Ayer for Site Plan approval to operate an Auto Lifestyle Boutique and an After Market Auto Accessory Use at 1375 Main Street.
No comment.

V.      APPOINTMENTS

7:30 pm- Alden Way – no show

8:00 pm – Quail Estates – off East Washington Street

Richard Flynn read the hearing notice, abutters list was verified.  

Michael Perrault of P.M.P. Associates met with the Board in regards to Quail Estates, a subdivision proposed off East Washington Street and presented to the Board a Plan dated December 15, 2008 and known as  Project No. P041.00.  Owners of the property are Mr. & Mrs. Jack Vaughn who own a home at 131 East Washington St.-a frontage lot -  which is not part of the subdivision.    The proposal is for a new road layout which will provide frontage for four new residential house lots.  The existing house will have to be razed in order to conform to zoning once the roadway is in.  

Two months ago a Conceptual Plan was submitted to the Planning Board.  As a result several of the items suggested by the Board have been incorporated into the Plans.  

Conservation Committee has held their public hearing and has issued an Order of Conditions and the appeal period has now lapsed, per Perrault.  The stormwater requirements  have been met and approved by the Conservation Commission.

Perrault discussed in length the placement of the bio-retention basins – two in the front of the property – to the rear of the property three bio-retention basins have been created.  A review letter from Land Planning, Inc., review engineers for the Planning Board, was prepared by Steve Wry and delivered to Perrault who stated that he feels most items have been addressed.

Abutters present voiced numerous concerns regarding the retention basins as to potential water problems, location, flooding and  maintenance of these basins.
 
  Steve Wry, review engineer for the Planning Board, stated that a lot of                             superficial items have been taken care of but there is still concern about the stress tests, need more information on soils and has questions on test pits.

David Nagle made the motion to continue the public hearing for Quail Estates  until April 27, 2009 at 7:30 pm.
